The President of the United States of America takes pleasure in presenting the Legion of Merit to Chief Aviation Machinist’s Mate Lawrence E. Leeper, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with Heavy Attack Units in the Naval Air Force from August 1950 to March 1959. Chief Aviation Machinist’s Mate Leeper achieved signal success in the vital field of radar prediction and analysis. He developed the Leeper Radar Prediction System which, with slight modifications, was adopted for use by all Heavy Attack Squadrons in the Navy.
