(Citation Needed) – SYNOPSIS: Seaman Charles H. Franklin, United States Navy, was awarded the Navy and Marine Corps Medal for heroism at the risk of life not involving conflict with an armed enemy in rescuing a fifteen-year-old boy from drowning at Sandy Beach, Koko Head, Oahu, Hawaii, on the afternoon of 28 October 1956.
