The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral (then Captain) Delmer Stater Fahrney, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer Naval Aircraft Modification Unit, Naval Air Material Center, Philadelphia, Pennsylvania, during the period 3 April 1943 to 4 March 1944. In this capacity, Rear Admiral Fahrney was primarily responsible for the development of a reliable, radio-controlled assault drone for combat use.
