    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral George C. Towner, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from December 1960 to March 1963 as Commandant, THIRTEENTH Naval District; Commander, Northern Sector, Western Sea Frontier; and Commander, Northern Sector, Naval Defense Forces, Eastern Pacific. A dedicated leader, Rear Admiral Towner successfully solved many complex problems involving military and civilian policies during this period. He was particularly successful in maintaining and improving extremely cordial relations with the Canadian community adjoining the THIRTEENTH Naval District.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral George C. Towner, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Task Group 5.1 from 15 July to 18 September 1955. Admiral Towner exhibited sound judgment and determination in combating the extremely hazardous conditions of uncharted waters, heavy ice concentrations, fog and cold while commanding the ocean transportation of personnel and equipment in support of the construction of the Distant Early Warning Line across Northern Alaska and the Canadian Northwest Territories. Under his forceful and inspiring leadership, ships of the Task Group penetrated the Canadian Arctic during one of the worst shipping seasons to deliver cargo at designated sites along a fifteen-hundred-mile beachhead.
