    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Commander George C. Bullard (NSN: 0-81014), United States Navy, for outstanding heroism, courageous action and performance beyond the call of duty in connection with the disastrous explosions and fires which occurred on the U.S.S. BENNINGTON (CVA-20) while serving as Operations Officer. On 26 May 1954, the Bennington was conducting air operations seventy-five miles south of Newport, Rhode Island, when the ship experienced a series of violent explosions. These explosions spread flame, flashfires, intense heat, and dense smoke throughout the forward section of the ship, caused severe damage to the ship and resulted in death or injury to 220 officers and men. Fully aware of the danger involved and of the possibility of further explosions, but without regard for his own safety, he was one of the first to enter and investigate the damaged areas. Based on his personal inspections, he organized and led several rescue parties. He is personally responsible for the rapid recovery of many casualties, undoubtedly saving numerous lives. His outstanding leadership, courageous example, and dynamic direction of rescue parties were in keeping with the highest traditions of the United States Naval Service.

Bullard (NSN: 0-81014), United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a Navy member of the Chairman’s Staff Group, Office of the Chairman of the Joint Chiefs of Staff, from 19 December 1962 to 16 July 1965, by his numerous contributions and services, including those of monitoring the Defense Atomic Support Agency and nuclear forces in general.
