The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Commander Sam J. Brown (NSN: 0-333959), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. GRASP (ARS-24), during the period from 11 February 1951 to 15 October 1951. Lieutenant Commander Brown exhibited great skill in planning and executing the salvage operations of the U.S.S. CHARMICK, U.S.S. GLENDALE, S.S. MUHLENBERG VICTORY, the ROK LST-370 and the S.S. QUEENS VICTORY. In all instances these ships were severely damaged. The outstanding leadership, force, ability, and professional competence and unwavering determination constantly displayed by Lieutenant Commander Brown contributed directly to the high efficiency of the U.S.S. GRASP and the successful operations which saved the lives of personnel on these stranded ships and the salvage of essential cargo. Each damaged ship was brought to the safety of a rear area port in Korea or Japan for repairs. These successful salvage operations contributed directly in assisting with the operations against the enemy. His loyalty, zeal and unswerving devotion to duty were in keeping with the highest traditions of the United States Naval Service. (Lieutenant Commander Brown is authorized to wear the Combat “V”.)
