The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry) Harry James Keeley, United States Army, for gallantry in action while commanding the 1st Battalion, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Moulins, France, 15 July 1918, while conducting two companies of his battalion to a position which protected the right flank of the 38th Infantry. The protection furnished by this organization assisted materially in the final repulse of the enemy attack. The gallant actions and dedicated devotion to duty demonstrated by Major Keeley, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
