Lieutenant Colonel Jeffrey Delaney Fox, United States Air Force, was captured after his OA-10A aircraft was shot down over Kuwait on 19 February 1991 and was held by the Iraqis as a Prisoner of War until his release on 6 March 1991.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Colonel Jeffrey Delaney Fox, United States Air Force, for heroism while participating in aerial flight as an Aircraft Controller, 23d Tactical Air Support Squadron, 23d Tactical Fighter Wing, King Fahd Air Base, Saudi Arabia on 5 February 1991. On that date, Colonel Fox was flying a forward air control mission in the Kuwait theater of operations in a OA-10 Aircraft north of Kuwait City when he encountered heavy anti-aircraft fire. Knowing the importance of destroying the vital enemy supply route, he conducted a visual reconnaissance of the area under heavy fire and then briefed his incoming A-10 fighters of the situation. Colonel Fox and the A-10’s then systematically destroyed the enemy threats, Colonel Fox using white phosphorus rockets, which enabled the A-10 to destroy the lead elements of a supply convoy as well as four anti-aircraft artillery pieces while egressing the area. Colonel Fox successfully called out evasive maneuvers for the A-10 when it became apparent that they were under aimed fire. The outstanding heroism and selfless devotion to duty displayed by Colonel Fox reflect great credit upon himself and the United States Air Force.
