The President of the United States of America takes pleasure in presenting the Bronze Star Medal with Combat “V” to Sergeant Richard Allen Puffer, United States Marine Corps, for meritorious service in connection with operations against the enemy in the Republic of Vietnam from 21 November 1965 to 7 October 1966 while serving with Company D, First Battalion, Third Marines, later redesigned as Company C, First Battalion, Fourth Marines, and Company F, Second Battalion, First Marines. Throughout this period, Sergeant Puffer performed all his duties in an exemplary manner. As a Squad Leader during Operation HARVEST MOON, conducted in December 1965, his squad became separated from its parent Company deep in enemy infested territory. He calmly and efficiently carried out his assigned mission and returned his unit to friendly lines without suffering any casualties. During combat operations on 20 May 1966, Sergeant Puffer’s platoon was attacked by an estimated company of heavily armed North Vietnamese. As the Platoon Guide in this action, he completely disregarded his own safety to go from position to position, delivering much needed ammunition to members of his unit. His courageous efforts contributed significantly to the heavy losses and ultimate defeat of the enemy. He subsequently served in Operations BEAVER, FLORIDA, JAY and HASTINGS as a Platoon Sergeant, exhibiting professional ability in his performance. On 8 August 1966, he assumed the duties of Rifle Platoon Commander and participated in Operations SUWANEE, TROY, CANNON and COFFEE against insurgent Communist (Viet Cong) forces. Filling a billet normally held by a commissioned officer, he demonstrated an outstanding ability to plan and execute platoon operations, and his calm, decisive actions under fire were an inspiration to all who observed him. Sergeant Puffer’s courage, exemplary leadership and steadfast devotion to duty were in keeping with the highest traditions of the United States Naval Service.
