The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Edward Keith Andrews (NSN: 0-693072/1315), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Training Air Wing THREE from February 1987 to February 1989. Captain Andrews’ exemplary performance was directly responsible for the unmatched achievements of his command that ensured the production of the finest quality Naval aviators for the fleet. His dynamic hands on leadership and inspiring dedication had a profoundly positive effect upon the performance of the entire wing and was recognized by receipt of two Training Excellence Awards from the Chief of Naval Air Training, six Accident-Free-Year Aviation Safety Awards, nomination for the Bronze Hammer Self-Help Award, and two Golden Anchor Retention Excellence Awards. These achievements recognized the Wings accumulation of over 96,000 flight hours, including 50,163 student training events in 75,694 individual flight sorties, while providing 326 Strike Naval Aviators. Captain Andrews’ strict emphasis on efficiency and accountability resulted in flight hour cost savings of sixteen percent in Intermediate Strike and twenty-two percent in Advance Strike Training, while simultaneously reducing the Wing’s production work week from six and a half days to a stable, morale enhancing, five-day week. Additionally, his ingenious ability to inspire teamwork enabled the Wing to effect a smooth and orderly transition to contractor provided organization level maintenance operations. Captain Andrews’ superb leadership, professionalism, and total devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
