The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Second Lieutenant Neal G. Williams (MCSN: 0-9098), United States Marine Corps, for extraordinary achievement while participating in aerial flight as pilot of a Marine transport plane during the period 23 August to 1 September 1942. During this period Lieutenant Williams displayed keen judgment and exceptional skill in taking part in the first mass transfer of a squadron of Marine transport aircraft from the U.S. to the South Pacific Area where they were sorely needed to render logistic support and air transport service for troops operating against the enemy in that area. Lieutenant Williams’ determination, skillful airmanship, and devotion to duty were instrumental in the successful completion of the assigned mission in the face of great hazards due to long over water flights with an almost complete lack of weather reports, communication facilities, and navigation aids. His actions throughout were in keeping with the highest traditions of the United States Naval Service.
