The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Will A. Waters (ASN: 34002327), United States Army, for gallantry in action while serving with the 80th Infantry Division in connection with military operations against an enemy of the United States on 22 December 1944 in Luxembourg. On that date, near Merzig, Luxembourg, Private First Class Waters, an automatic rifleman, observed an enemy platoon attacking on the flank of the rifle squad to which he was attached. As the enemy had taken advantage of a covered route of approach, they were in defilade only one hundred yards from his position. Disregarding the danger, Private First Class Waters charged over the crest of the hill firing effectively into the enemy ranks and putting them to rout. His courage and aggressiveness are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
