    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry), [then Second Lieutenant] Roy F. Packer (ASN: 0-1060579), United States Army, for gallantry in action while serving with the 80th Infantry Division in connection with military operations against an enemy of the United States on 5 February 1945 in Germany. Previous attempts to cross the Sure River had been defeated by enemy action and the swift river current. On 5 February 1945, Lieutenant Packer led a reconnaissance patrol across the river, through Wallendorf, Germany, and into the Siegfried Line where he encountered, and after a sharp battle, routed an enemy patrol. After thoroughly reconnoitering the enemy territory and acquiring valuable information, he successfully led his patrol back across the river under intense enemy machine gun fire. Such courage, leadership, and constant devotion to duty displayed in accomplishing a vital intelligence mission was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
