    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Technician Fifth Grade Thomas W. Mulligan (ASN: 36821274), United States Army, for heroism not involving actual conflict with an enemy of the United States while serving with the 80th Infantry Division on 13 August 1944, in France. An Army vehicle, while passing a halted convoy of which Technician Fifth Grade Mulligan was a member, struck an enemy mine causing an explosion which spread burning gasoline and set fire to the vehicle in which Technician Fifth Grade Mulligan was riding. He definitely risked his own life in attempting to save the life of one enlisted man by beating the flames and trying to wrap him in denims. Small arms ammunition was being discharged from one of the vehicles and there was danger of the gasoline tank exploding on the other. The courageous action of Technician Fifth Grade Mulligan reflects credit upon himself and the military service.
