The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class James R. Frayer (ASN: 20252008), United States Army, for gallantry in action while serving with the 27th Infantry Division at Saipan, Mariana Islands, on 25 June 1944. While in action against enemy machine guns and rifle fire which caused four casualties to his platoon, Private First Class Frayer guided a tank forward of his own lines and assisted in bringing these four casualties to safety. On another occasion, while scouting through an enemy-occupied village, he engaged the enemy, killing four. Seeing that his platoon was in a serious situation he immediately reported all facts, which changed the plan of his platoon and enabled the unit to destroy the enemy. It was later discovered that the Japanese plan was to draw the platoon into ambush. Private First Class Frayer was seriously wounded during the fighting. His quick thinking and cool courage in the face of the enemy and his complete disregard for his own safety prevented his platoon from suffering heavy losses.
