The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain (Infantry) James M. Duggins, United States Army, for gallantry in connection with military operations against an opposing armed force on 13 June 1969, while serving as the Brigade Aerial Observer with the 2d Brigade, 25th Infantry Division. When a friendly unit came in contact with a large enemy force and sustained several casualties, a helicopter was needed to evacuate the injured. Disregarding the intense fire, Captain Duggins’ aircraft set down in the enemy kill zone. Although subjected to the deadly barrage of hostile fire directed at him, Captain Duggins, with complete disregard for his own safety, fearlessly exposed himself as he jumped from the helicopter and assisted in loading the injured aboard. Captain Duggins remained exposed to the devastating fire until all the wounded were safely placed aboard the aircraft. His valorous actions were responsible for saving several lives. Captain Duggins’ bravery, aggressiveness, and devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, the 25th Infantry Division, and the United States Army.
