The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Armor) Andrew P. O’Meara, Jr. (ASN: 0-87298), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1983 to November 1985 while serving as President, United States Army Training Board, Fort Eustis, Virginia, United States Army Training and Doctrine Command. Colonel O’Meara was directly responsible for the assessment of standardization throughout the Army. He was also responsible for the institutionalization of the Battalion Training Management System into TRADOC service schools, the Officer and Noncommissioned Officer Education Systems, and the Reserve Component Education System. Colonel O’Meara’s outstanding service reflects great credit upon himself, the Training Board, and the United States Army.
