The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Colonel Bennett W. Saylor, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff, FIRST Marine Division, I Marine Expeditionary Force from August 2002 to April 2003 in support of Operations ENDURING FREEDOM and IRAQI FREEDOM. Colonel Saylor distinguished himself through exemplary leadership in command, maneuver, fires, manpower, logistics and readiness. As the Chief of Staff, he provided inspirational guidance and direction during the combat preparation phase. During the war, his composure and insight during critical situations epitomized the highest standards of command presence. His brilliant orchestration of all battlespace functions while under fire contributed directly to the Division’s success in combat. His astute judgment, sage counsel, and professional acumen were best exemplified by his training and command of the Division Main and Forward Combat Operations Centers. The speed at which the Division moved and the devastation it wrought on the Iraqi regime in 32 days of combat bear witness to his efforts. The capability to rapidly displace the Division Command Posts allowed the Commanding General and his staff to stay closer to the front lines than previously thought possible. Through his leadership the smooth transition of the Division from combat operations to civil-military operations was equally impressive. Colonel Saylor’s dynamic direction, keen judgment, and inspiring devotion to duty reflect great credit upon him and uphold the highest traditions of the Marine Corps and the United States Naval Service.
