The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross to Captain James Wesley Williams (AFSN: FV-3192906), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Weapon Systems Officer over hostile territory on 31 January 1972. On that date, Captain Williams participated in a flight of four F-4D Tactical Fighters that struck a heavily defended surface-to-air missile storage area. Despite marginal weather and heavy anti-aircraft fire directed at his aircraft, Captain Williams’ outstanding navigation and crew coordination were directly responsible for the complete destruction of the hostile missiles, thereby preventing the construction of a new surface-to-air missile site in a forward location. The professional competence, aerial skill, and devotion to duty displayed by Captain Williams reflect great credit upon himself and the United States Air Force.
