The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain James Wesley Williams (AFSN: FV-3192906), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Weapons Systems Officer over hostile territory on 17 April 1972. On that date, Captain Williams was lead Weapon Systems Officer of a flight of two F-4D Tactical Fighters that struck a heavily defended hostile truck part and storage area. Despite extremely marginal weather conditions and heavy anti-aircraft fire, Captain Williams’ outstanding navigation and crew coordination were responsible for the complete destruction of this important target complex. The professional competence, aerial skill, and devotion to duty displayed by Captain Williams reflect great credit upon himself and the United States Air Force.
