The President of the United States of America takes pleasure in presenting a Silver Star in lieu of a Sixth Award of the Legion of Merit to Rear Admiral Joseph Scott Mobley (NSN: 0-701867), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Director, Navy Staff to the Chief of Naval Operations, Washington, D.C. from November 1995 to September 1996. Rear Admiral Mobley provided superior leadership and outstanding managerial skills to the Chief and Vice Chief of Naval Operations, the Navy Secretariat, and the Joint Staff during a period of significant change both to the Navy and to the Department of Defense. His peerless ability to quickly assimilate and flawlessly coordinate information on many complex issues, and then present clear and objective direction has been noteworthy. As the driving force behind the Annual Navy Flag Officer Conference, he has enhanced a continuum of initiatives which have resulted in major and lasting contributions to the refinement of Navy roles, missions, and future strategy. Rear Admiral Mobley’s distinctive achievements, unparalleled professionalism, and selfless devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
