The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Frank Douglas Lewis, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Weapons System Operator in Southeast Asia on 22 September 1970. On that date, Lieutenant Lewis led a tactical combat mission in marginal weather conditions, against three companies of highly defended hostile troops. Lieutenant Lewis’ highly professional navigational skill and accurate timely assistance to his aircraft commander resulted in numerous casualties of the hostile troops which seriously weakened their strength in that sector. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Lewis reflect great credit upon himself and the United States Air Force.
