The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Lynn Ellis Guenther (AFSN: FV-3234269), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, 92d Support Group, 92d Bomb Wing, Fairchild Air Force Base, Washington, from 11 June 1991 to 31 July 1994. During this period, Colonel Guenther’s continued professionalism, dedication to duty and unsurpassed leadership were instrumental in the outstanding achievements of the 92d Support Group. His direct involvement and flawless management of an annual budget in excess of 30 million dollars ensured that over 4,100 military, nearly 1,000 civilians and over 11,000 dependents lived and worked in a model community. His squadrons garnered four trophies during Air Force competitions, including the 1991 General Bruce K. Holloway Award. As the on-scene commander for a Navy A-6/civilian aircraft accident, Colonel Guenther’s management expertise prompted the Department of the Navy to commend the entire operation. Focusing on fiscal restraints, he saved the Air Force 90,000 dollars in tuition assistance through an incisive self-study evaluation program, enhanced base-wide administrative support by acquiring an 85,000 dollar high-speed printer, and procured 380,000 dollars in communications assets all at no cost. As commander, he was instrumental in developing a Simplified Acquisition of Base Engineer Requirements Program that accomplishes over 3 million dollars in construction each year. Additionally, he spearheaded a base-wide, self-help landscaping plan that greatly enhanced Fairchild, saved valuable assets and fostered squadron unity and teamwork. The singularly distinctive accomplishments of Colonel Guenther culminate a distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
