The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Norris Alphonzo Charles (NSN: B-392691), United States Navy, for heroism while participating in aerial flight as a Naval Flight Officer in a jet aircraft serving with Fighter Squadron ONE HUNDRED ELEVEN (VF-111) embarked in U.S.S. CORAL SEA (CVA-43). On 30 December 1971, Lieutenant, Junior Grade, Charles provided fighter protection for a major air wing strike against the heavily defended Vinh Transshipment and Storage Area. Upon entering the target area to achieve local air superiority and sanitize missile opposition, multiple barrages of surface-to-air missiles were fired at the aircraft. In response, Lieutenant, Junior Grade, Charles assisted his pilot by maintaining a vigilant lookout and calling timely maneuvers to evade many of the missiles fired. His effectiveness was extraordinary and enabled the strike group to successfully strike the target and inflict serious damage without further loss. Lieutenant, Junior Grade, Charles’ exceptional courage, devotion to duty and heroism in the face of grave danger were in keeping with the highest traditions of the United States Naval Service.
