The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Richard Joseph Fulton, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Weapons Systems Officer with the 555th Tactical Fighter Squadron, Udorn Royal Thai Air Force Base, Thailand, in action over hostile territory on 12 May 1972. On that date, Lieutenant Fulton participated in a flight of four F-4D Tactical Fighters against a heavily defended petroleum storage area. Despite several surface-to-air missiles launched at the flight, and heavy undercast weather conditions, Lieutenant Fulton’s outstanding airmanship and initiative were directly responsible for the destruction of the target complex. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Fulton reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
