The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Henry Charles Barrows (AFSN: FV-3224164), United States Air Force, for extraordinary achievement while participating in aerial flight as an AC-130 Gunship Electronic Warfare Officer in Laos on 3 February 1971. On that date, while on a night armed reconnaissance mission over heavily defended hostile supply routes, he directly assisted in the damage or destruction of 24 hostile supply vehicles, and the creation of numerous secondary fires and explosions. Lieutenant Barrows skill in operating the “Black Crow” sensor as an initial acquisition sensor allowed the aircraft’s other sensors to quickly pickup and track the hostile vehicles. His outstanding efforts made a primary contribution to the obvious success of this mission. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Barrows reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
