The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Rear Admiral Allen Edward Smith (NSN: 0-9035), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of a United States Navy Cruiser Division which participated in the bombardments of Matsuwa on 13 June 1944, and of Kurabu Zaki, Paramushiro on 26 June 1944. Despite the lack of modern fire control equipment and anti-aircraft armament, he led his Division as a part of a Task Force into the enemy’s home waters. Well aware of the large numbers of enemy land-based aircraft in the Kurile Islands, and out of range of friendly air cover, he skillfully took advantage of weather conditions to maneuver his ships into position without being detected, bombarded his assigned targets, and retired to his base without damage or casualties to his own forces. His conduct throughout was in keeping with the highest traditions of the United States Naval Service. (Rear Admiral Smith is authorized to wear the Combat “V”.)
