The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander (MC) James H. Barnard (NSN: 0-138378), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. While attached to the Staff of Commander SEVENTH Amphibious Force as Assistant Force Surgeon he assisted in the preparation of the medical plans for each of the following operations: Woodlark-Kiriwina, 30 June 1943; Lae, 4 September 1943; Finschhafen, 22 September 1943; Arawe, 15 December 1943; Cape Gloucester, 26 December 1943; Saider, 2 January 1944; Admiralty Islands, 29 February 1944; Hollandia-Tanahmerah-Aitape, 22 April 1944; Wakde Island, 17 May 1944; and Biak Island, Schouten Islands, 27 May 1944. He personally supervised and assisted in the execution of the assigned tasks in caring for the sick and wounded in each of the operations, while subjected to enemy fire and without regard to his own safety. By his outstanding professional knowledge, sound judgment, untiring efforts, courage and invaluable guidance, he contributed materially to the success of all the above operations. His actions and conduct were in keeping with the highest traditions of the United States Naval Service. (Commander Barnard is authorized to wear the Combat “V”.)
