The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant Ross A. Moon, United States Air Force, for gallantry in connection with military operations against an opposing armed force over North Vietnam on 18 July 1966. On that date, Lieutenant Moon was a member of a flight of F-105’s assigned to destroy surface-to-air missile sites in an extremely well-defended target complex in the Hanoi, North Vietnam area. The outstanding airmanship exhibited by Lieutenant Moon while under fire in an environment of intense and accurate anti-aircraft artillery and surface-to-air missile fire contributed immeasurably to the support of the strike forces operating in the target area in that they were able to successfully interdict their vital targets. By his gallantry and devotion to duty, Lieutenant Moon has reflected great credit upon himself and the United States Air Force.
