    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Herbert E. Ruben (NSN: 0-5082918), United States Navy, for heroism at the risk of life not involving conflict with an armed enemy during salvage operations on the landing craft U.S.S. ZUNI, on 7 March 1945. An officer in a shallow diving helmet was trapped in a flooded compartment of the craft which was capsizing, as indicated by a rapidly increasing list and parting mooring lines. Lieutenant, Junior Grade, Ruben, with great risk of being trapped himself, disregarded personal safety and assisted in hauling the diving officer clear of danger. His courageous action under extremely hazardous conditions was in keeping with the highest traditions of the United States Naval Service.
