The President of the United States of America takes pleasure in presenting the Navy Cross to Rear Admiral Harry Shepard Knapp, United States Navy, for meritorious service as Military Governor of San Domingo and Military Representative of the United States in Haiti from 30 March 1917 to 18 November 1918.
