The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Infantry) Pierce Thomas Graney, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 1 March 1984 to 28 February 1994, while serving in positions of increased responsibility, culminating as Commander, Operational Evaluation Command, Operational Test and Evaluation Command, Alexandria, Virginia. His exemplary leadership, technical expertise, dedication, and commitment to his country and the Army resulted in numerous achievements which vastly improved the evaluation and analysis of Combat Arms, Combat Support, and Combat Service Support systems. Colonel Graney’s outstanding performance reflects great credit upon himself and the United States Army.
