The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Admiral [then Vice Admiral] David Lamar McDonald (NSN: 0-62080/1310), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander of the SIXTH Fleet from 13 July 1961 to 18 March 1963. Throughout this period of crisis, Admiral McDonald maintained the SIXTH Fleet at a high peak of combat readiness at all times in supporting the maritime and naval objectives of the North Atlantic Treaty Organization. By personal direction and guidance he markedly improved the ability of surface, submarine, air, and Marine combat units to perform a wide variety of complex combat tactics in both nuclear and non-nuclear warfare. His personal diplomacy as commander of a powerful naval unit dealing with foreign military and governmental officials was outstanding in exemplifying the peaceful uses of force in critical situations. A dedicated and inspiring leader, Admiral McDonald has earned the respect, trust and confidence of all with whom he has associated during this period, and has served to enhance the military posture and prestige of the United States. His distinguished performance of duty reflects great credit upon himself, the naval service, and his country.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Admiral David Lamar McDonald (NSN: 0-62080/1310), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, as Chief of Naval Operations from August 1, 1963 to August 1, 1967. Throughout four years of unprecedented military demands in a peacetime environment, Admiral McDonald’s superb leadership, judgment and professional skill have guided the operating forces of the Navy to ever-increasing standards of operational readiness and combat effectiveness. In periods of extreme tension, and of combat itself, naval forces have repeatedly proven ready and responsive in support of United States interests beyond our shores. Under Admiral McDonald’s executive direction, these forces have responded superbly, and new capabilities and concepts have been fostered so effectively, as to markedly increase not only the readiness of the Navy itself, but also the national appreciation and respect for naval forces as a vital, responsive factor in the protection of the United States and its citizens, and in defense of the free world. By his professional leadership and devotion to duty as the Chief of Naval Operations during this most difficult and challenging period, Admiral McDonald has rendered exceptionally valuable and distinguished service and has contributed greatly to the success of the United States and friendly forces engaged in combat, and to the protection of citizens of free nations around the world, thereby upholding and contributing to the highest traditions of the United States Naval Service.
