The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain James Fife, Jr., United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, as Chief of Staff, Submarines, Asiatic Fleet, while that force was operating against enemy Japanese in defense of the Philippine Islands and the Netherlands East Indies. Demonstrating exceptional initiative and capability in coordinating the extensive operations of this submarine force, Captain Fife, in the face of frequent attacks, rendered valuable assistance in a successful retiring campaign against the enemy under conditions which required the erection of base and headquarters facilities in areas where there were little or no provisions for such activities.

(Citation Needed) – SYNOPSIS: Commodore [then Captain] James Fife, Jr., United States Navy, was awarded a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as a submarine squadron commander and commander of a task force from 29 July 1942 until 15 March 1944. His singularly distinctive accomplishments and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
