    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Eliot Hinman Bryant (NSN: 0-34730), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Submarine Squadron EIGHTEEN, Commander Training and Exercise Group for Task Force SEVENTY-ONE, as Advanced and Rear Echelon Representative of Task Force SEVENTY-TWO, and as Chief of Staff to the Commander Submarines, SEVENTH Fleet from November 1943 to September 1945. As commander of a submarine squadron four submarines of which have been recommended for the Presidential Unit Citation, his leadership and high devotion to duty were inspiring examples to the officers and men under his command. As Advanced and Rear Echelon Representative he rendered invaluable service to the Commander Submarines, SEVENTH Fleet. In the important position of Chief of Staff to the Commander Submarines SEVENTH Fleet, he displayed keen ability and outstanding devotion to duty. With foresight and diligence he assisted the Commander Submarines, SEVENTH Fleet in directing the operations of the submarines of this force in such a manner they inflicted heavy damage upon the enemy. His conduct throughout was in keeping with the highest traditions of the United States Naval Service. (Captain Bryant is authorized to wear the Combat “V”.)

    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Eliot Hinman Bryant (NSN: 0-34730), United States Navy, for exceptionally meritorious service to the Government of the United States in a duty of great responsibility as Operations Officer, Submarine Asiatic Fleet, while that force was operating against enemy Japanese in defense of the Philippine Islands and the Netherlands East Indies from 7 December 1941 to late May 1942. Captain Bryant’s proficient skill in planning operations, his thorough knowledge of the Philippines and his intensive study of less familiar areas rendered invaluable assistance to the Force Commander in maintaining effective operations against the enemy.
