The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Army Distinguished Service Medal to Lieutenant General Bruce Palmer, Jr. (ASN: 0-20117), United States Army, for outstandingly meritorious and distinguished services to the Government of the United States, in a duty of great responsibility, during the period from March 1967 to December 1967, while serving successively as Commanding General, II Field Forces Vietnam and as Deputy Commanding General, United States Army Republic of Vietnam. During this period, General Palmer, though faced with primitive facilities and the uncertainty and duress of an undefined battle field, worked unceasingly and with great dedication to insure the logistical support necessary to sustain the Army’s units in Vietnam and expert maximum pressure on the communist aggressor. His brilliant leadership and dedication to the cause of freedom have been of critical importance in maintaining a solid, militarily successful force eminently capable of resisting and overcoming the threat to the Republic of Vietnam’s independence and freedom. Lieutenant General Palmer’s professional competence and outstanding achievements were in keeping with the highest traditions of the United States Army and reflect the utmost credit upon himself, the military service and the United States Government.
