War Department, General Orders No. 88 (November 23, 1944)

The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Joseph Andres Green (ASN: 0-2129), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility. From 9 March 1942 to 26 October 1944, as Commanding General, Anti-Aircraft Command. Upon the reorganization of the Army on 9 March 1942, and the establishment of the Army Ground Forces, the Anti-Aircraft Command was created; its mission was to instruct and train officers and enlisted men for duty with anti-aircraft and barrage balloon units and to activate, organize, equip, and efficiently train such units for combat service. From this command came the recommendations with reference to development and standardization of anti-aircraft material and equipment. Since Pearl harbor every anti-aircraft item of major importance has either been created or considerably modified and improved. General Green fulfilled his responsibilities and accomplished his mission in an exemplary manner, evidenced by the progress of the Anti-Aircraft Command and in the performance of its units in all theaters. His outstanding leadership in this position was a positive contribution to the war effort.
