    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Louis R. Dougherty, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility at Fort Stotsenburg, Philippine Islands, from 1 February 1941 to 7 December 1941. As Commander of the Provisional Field Artillery Brigade, Philippine Division, he planned the details incident to the considerable expansion of artillery units which took place as a result of an increase in the Philippine Scouts. The effectiveness of his organization was convincingly demonstrated by the outstanding performance of these units in battle. The singularly distinctive accomplishments of Colonel Dougherty reflect the highest credit upon himself and the United States Army.
