    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant General Frank Maxwell Andrews (AFSN: 0-2144), United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Commander of the Panama Canal Air Force from 14 November 1940 to 19 September 1941. His wide experience in the Army Air Forces enabled him to supervise and coordinate the numerous complicated factors involved in providing and maintaining air equipment and trained organizations available for combat operations. Through intimate knowledge and by inspirational leadership, sound judgment, and devotion to duty, General Andrews created a strong tactical air command vital to the security of the Panama Canal. As Commanding General, Caribbean Defense Command from 1 September 1941 to 9 November 1942, he rendered services to the Government of outstanding character. The singularly distinctive accomplishments of Lieutenant General Andrews and his dedicated contributions reflect the highest credit upon himself and the United States Army.
