Robert Ginsburgh graduated from the U.S. Military Academy at West Point, Class of 1944. After serving as a Field Artillery Officer in World War II, he accepted a fellowship at the Littauer Center (now part of the John F. Kennedy School) at Harvard University. He received a master of public administration degree in 1947, a master of arts degree the following year, and a doctorate in 1949. He returned to the U.S. Military Academy in August 1948 as professor of social sciences, and then transferred to the U.S. Air Force. He retired in 1975 as a U.S. Air Force Major General.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Field Artillery) Robert Neville Ginsburgh (ASN: 0-26481), United States Army Air Forces, for gallantry in action against an armed enemy as Forward Observer, Battery B, 341st Field Artillery Battalion, 89th Infantry Division, during the assault crossing of the Rhine River and subsequent pursuit of the enemy, 26 to 28 March 1945, in the vicinity of St. Goar, Germany. Attached to Company F, 354th Infantry for the river crossing, he called for supporting fire on his own initiative when he saw that the leading wave of boats was sustaining heavy casualties. As he crossed in the second wave, he was wounded in the leg but continued with leading elements of the infantry and directed artillery support until the bridgehead was established. On another occasion, while with forward elements of an infantry company, he detected a column of six vehicles carrying German troops and called for fire which destroyed them. Coming under fire of enemy 20-mm. guns while he and his assistants were moving to a new observation post, he adjusted fire of his battery from the enemy muzzle flashes, which resulted in the destruction of four guns and the killing of three Germans. His aggressiveness, initiative, and devotion to duty reflected great credit upon him and were in keeping with the best traditions of the armed forces of the United States.
