The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel John Robert Dyas (AFSN: FR-4968), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Deputy Director, Directorate of Military Personnel, Deputy Chief of Staff Personnel, Headquarters, United States Air Force from 1 August 1961 to 3 July 1963. During this period, the outstanding professional skill, knowledge and leadership demonstrated by Colonel Dyas contributed immeasurably in solving major problem areas in the administration of military personnel.
