    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General Harry J. Under his guidance and counsel, Information professionals led Air Force people, worldwide, to a broader comprehension of basic issues affecting the Nation. His imaginatively conceived and capably executed community relations program brought to millions of Americans a new appreciation for Air Force life and purposes. Concurrently, his actions contributed immeasurably to the professional development and personal well-being of those who served under his able direction.
