The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General Leon W. Babcock, Jr., United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Babcock distinguished himself as Commander, 601st Tactical Control Wing, Sembach Air Base, Germany, from 13 April 1979 to 12 June 1981. During the period, General Babcock’s dynamic leadership, innovative management, and initiative led to dramatic improvements in the European Tactical Air Control System and its ability to support the tactical air forces in the central region of the North Atlantic Treaty Organization. The singularly distinctive accomplishments of General Babcock reflect the highest credit upon himself and the United States Air Force.
