The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Air Force Distinguished Service Medal to Lieutenant General Marcus A. Anderson, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Anderson distinguished himself as the Inspector General, Office of the Secretary of the Air Force, the Pentagon, Washington, District of Columbia, from 5 December 1993 to 31 March 1996. During this period, General Anderson’s outstanding achievements, dynamic leadership and initiative resulted in significant and enduring contributions to the effectiveness, efficiency and readiness of operations throughout the Air Force. He set the course for independently assessing the readiness, discipline and efficiency of the Air Force into the twenty-first century by refining inspection criteria and realigning the Quality Air Force Assessment process to incorporate essential compliance elements and allow greater inspection flexibility within each major command. During his tenure, he established a Senior Official Investigations Directorate which enhanced the Air Force’s ability to investigate allegations of serious misconduct involving senior officials while re-enforcing the integrity of the investigative process. He successfully championed efforts by both the Air Force Office of Special Investigations and the Air Force Inspection Agency to assert their relevance in a smaller, post-Cold War Air Force, thus preserving vital investigative and consultative ability. The singularly distinctive accomplishments of General Anderson reflect the highest credit upon himself and the United States Air Force.

Anderson, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Anderson distinguished himself as Commandant of Cadets, United States Air Force Academy, Colorado Springs, Colorado, from 1 July 1984 to 19 June 1986. In this critical position, General Anderson was directly responsible for improvements to the Academy’s professional development curriculum and training programs. His personal drive and commitment to excellence resulted in a continuing upgrade to cadet dormitories, unprecedented expansion of cadet airmanship programs and airfield facilities, and a dramatic improvement in pride, morale and esprit de corps within the Cadet Wing. The singularly distinctive accomplishments of General Anderson reflect the highest credit upon himself and the United States Air Force.
