Jesse Allen served in the U.S. Army during World War II as a non-commissioned officer. He subsequently earned a bachelor’s degree from the University of Illinois and a master of science degree in business administration from George Washington University. During the Korean War he flew combat as an Air Force F-80 fighter pilot and returned to combat in Vietnam where he flew 87 combat missions in an F-4 fighter airplane. He retired in 1976 as a U.S. Air Force Major General.

During this period, General Allen’s exceptional initiative, professional capability and dynamic direction of major command programs contributed significantly to the successful completion of the Tactical Air Command mission. The singularly distinctive accomplishments of General Allen reflect the highest credit upon himself and the United States Air Force.

General Allen distinguished himself as Deputy Chief of Staff for Operations and Intelligence, Headquarters United States Air Forces in Europe, Ramstein Air Base, Germany, from 15 June 1974 to 31 August 1976. In this important assignment, General Allen’s forceful leadership, keen insight, and dedicated professionalism were displayed as he significantly improved the responsiveness, survivability, and capability of our operational air forces in the European theater. The singularly distinctive accomplishments of General Allen culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.
