His singular focus on meeting the needs of the warfighter ensured our Combatant Commanders had the most capable and lethal air forces in the world. In addition to fighting today’s war, General Moseley worked tirelessly to prepare the United States Air Force for future challenges. He used the Base Realignment and Closure process to structure the Air Force more efficiently and effectively. His commitment to the Air National Guard and Air Force Reserve brought them new missions and capitalized on their unique strengths and abilities. General Moseley’s Herculean efforts as co-lead of the Joint Enablers Integrated Process Team shaped the Quadrennial Defense Review and ensured the Air Force is ready for tomorrow. His exemplary leadership, vision, loyalty and dedication resulted in significant contributions to the current and future effectiveness of the United States Air Force. General Moseley distinguished himself as Director, Legislative Liaison, Office of the Secretary of the Air Force, the Pentagon, Washington, District of Columbia, from 5 July 1999 to 3 August 2001. General Moseley’s exceptional rapport with key members of Congress, and superior ability to enhance communication of critical details on major Air Force programs were instrumental factors in building support for complex issues of major importance to the Air Force, such as F-22 Acquisitions, Space Based Infrared System development and production, C-17 multi-year procurement, and Joint Strike Fighter Research, Development, Testing and Evaluation. He conceived and built the Air Force’s aggressive and fully integrated congressional engagement game plan, which substantially increased the Air Force presence, visibility, and effectiveness on Capitol Hill, promoting our ability to relay the Air Force story to Congress. General Moseley was directly responsible for securing continued congressional support for weapon systems including the F-22 Raptor and the Joint Strike Fighter, guaranteeing superiority for the next 50 years of tactical aviation. He was responsible for preparing the Secretary of the Air Force, the Under Secretary of the Air Force, the Chief of Staff of the Air Force, and the Vice Chief of Staff of the Air Force for an unprecedented 170 congressional meetings and 100 major congressional hearings of national and international significance. General Moseley’s vision, stellar leadership, and precise execution of joint doctrine was key to the success of combat operations, dominating across the full spectrum of warfare by incorporating joint and coalition forces to decisively apply airpower against the Iraqi regime and over 360,000 ground forces in Operation IRAQI FREEDOM. He wisely focused the leadership of 18 wing commanders and over 45,000 warfighters as forces flew over 38,000 sorties employing 26,000 plus munitions, air-refueling 55 million gallons, and moving 61,000 short tons of cargo. The architect for every aspect of aerial operations to include mission planning, air tasking orders, requests for forces, aircraft beddown, and airspace management, he brilliantly interacted with four unified commands, thirteen regional bases, Royal Saudi Air Force, Royal Air Force, Royal Australian Air Force, United States Embassies, and six carrier battle groups. The distinctive accomplishments of General Moseley reflect credit upon himself, the United States Air Force, and the Department of Defense.
