The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Teed Michael Moseley, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Moseley distinguished himself as Director, Legislative Liaison, Office of the Secretary of the Air Force, the Pentagon, Washington, District of Columbia, from 5 July 1999 to 3 August 2001. General Moseley’s exceptional rapport with key members of Congress, and superior ability to enhance communication of critical details on major Air Force programs were instrumental factors in building support for complex issues of major importance to the Air Force, such as F-22 Acquisitions, Space Based Infrared System development and production, C-17 multi-year procurement, and Joint Strike Fighter Research, Development, Testing and Evaluation. He conceived and built the Air Force’s aggressive and fully integrated congressional engagement game plan, which substantially increased the Air Force presence, visibility, and effectiveness on Capitol Hill, promoting our ability to relay the Air Force story to Congress. General Moseley was directly responsible for securing continued congressional support for weapon systems including the F-22 Raptor and the Joint Strike Fighter, guaranteeing superiority for the next 50 years of tactical aviation. He was responsible for preparing the Secretary of the Air Force, the Under Secretary of the Air Force, the Chief of Staff of the Air Force, and the Vice Chief of Staff of the Air Force for an unprecedented 170 congressional meetings and 100 major congressional hearings of national and international significance. The singularly distinctive accomplishments of General Moseley reflect the highest credit upon himself and the United States Air Force.
