The Secretary of Defense of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to General Teed Michael Moseley, United States Air Force, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Chief of Staff, United States Air Force, from September 2005 to November 2006. While continuing to excel in traditional mission areas, General Moseley’s strategic vision became a catalyst for expanding the Air Force’s combat roles into non-traditional areas in support of the Global War on Terrorism. Under General Moseley’s direction, Airmen contributed to meeting the Department’s challenges in unprecedented ways, allowing traditional ground forces greater flexibility in managing and projecting a sustained level of long-term combat presence that allowed more focus on directly confronting hostile forces and conducting counter-insurgency operations. General Moseley’s transformation of the Air Force led to innovative and responsive solutions to joint warfare challenges with a renewed emphasis on the Air Force’s expeditionary heritage. In the Central Command area of responsibility, Air Force personnel played an indispensable role in intra-theater logistics under demanding combat conditions, greatly increasing theater airlift capacity through higher tempo operations, assuming a lead role in truck convoy movement, and exploiting new tactics and technologies to continually counter and detect an evolving Improvised Explosive Device threat. General Moseley re-defined Airpower for the 21st Century by setting “fly and fight in air, space, and cyberspace” as the Service’s core mission while concurrently providing direct, invaluable combat and combat support assistance to traditional ground forces. The distinctive accomplishments of General Moseley reflect great credit upon himself, the United States Air Force, and the Department of Defense.
