The Secretary of Defense of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to Lieutenant General Nicholas Bernard Kehoe, III, United States Air Force, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Deputy Chairman, North Atlantic Treaty Organization (NATO) Military committee, NATO Headquarters, Brussels, Belgium, from October 1995 to September 1998. During this period, General Kehoe’s outstanding achievements and dynamic leadership resulted in remarkable advancements in European Security Defense Identity, NATO Enlargement, European Atlantic Partnership Council activities, NATO/Russia relations, and the NATO led peacekeeping operations in the Former Republic of Yugoslavia. Moreover, in his capacity as the Deputy Chairman, General Kehoe brilliantly served as military advisor to the Chairman of the High Level Task Force for conventional arms agreements, represented the Military Committee on the High Level Group on nuclear matters, and served as Co-chairman of the Senior NATO Logistics Conference. Further as a result of his clear-cut initiatives while co-chairing a series of meeting with the Senior Russian Military Representative, the first NATO Military Liaison Mission to Russia was quickly approved. While he was indispensable in reaching Alliance consensus on continuing the NATO led military force in the former Yugoslavia, General Kehoe’s greatest contribution was in focusing and directing the debate on Alliance external and internal reorganization. Through tactful leadership, bold forward thinking and firmness of purpose, General Kehoe adeptly assisted the Chairman in gaining the NATO nation’s agreement on a new strategic command structure. The distinctive accomplishments of General Kehoe reflect great credit upon himself, the United States Air Force, and the Department of Defense.
