    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Ralph Ensign Wilson (NSN: 0-58506), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Deputy Chief of Naval Operations (Logistics), from December 1957 to June 1960. Displaying outstanding leadership, initiative and technical skill in the highly complex field of logistics, Vice Admiral Wilson was responsible for many changes which have contributed significantly to the ability of the fleet and shore establishment to accomplish their respective missions more effectively. Notable examples of Vice Admiral Wilson’s foresight and vigorous efforts are: A complete reevaluation of the Reserve Fleet policy and program which resulted in the identification and disposal of a large number of obsolete and excess ships; the Fleet Rehabilitation and Modernization program which, to a large extent, prevents block obsolescence and adds many years of useful life to fleet units; and a fundamental revision of the shore facilities planning system of the Navy which has greatly improved the efficiency and adequacy of management of all categories of real property. Through his deep interest in, and thorough appreciation of the United States Merchant Marine, Vice Admiral Wilson has contributed substantially to a better understanding of the significance of an adequate Merchant Marine to the national defense posture. His sound judgment, keen foresight, and tireless devotion to duty reflect highest credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Ralph Ensign Wilson (NSN: 0-58506), United States Navy, for extraordinary heroism and distinguished service in the line of his profession as Commanding Officer of the Destroyer U.S.S. BUCHANAN (DD-484), which was badly damaged during the engagement with Japanese naval forces off Savo Island during the Battle of Cape Esperance, on the night of 11 – 12 October 1942. During the height of the engagement, Commander Wilson conducted the rear destroyer group in a most commendable manner. His expert and courageous handling of his ship placed the destroyer in a most advantageous position and enabled torpedoes to be fired with great accuracy, resulting in the sinking of an enemy cruiser. His heroic conduct throughout the action was in keeping with the highest traditions of the Navy of the United States.
